Maryland law requires a county Board of Education to consult with their local Planning Board before making a school site selection. However, the Montgomery County Board of Education did not consult with the Maryland-National Capital Park and Planning Commission before their arbitrary and unreasonable April 28th proclamation to take Rock Creek Hills Park as the site for a middle school. That was certainly unwise. And, under section 4-116(a) of the Maryland Education Article, it appears to have been illegal.
